Law For the Land: Congress introduced a 600-page energy-and-climate bill to reduce U.S. emissions over the next 40 years; the cap-and-trade part of the bill, which would cover about 85 percent of the economy and require corporations to get permits for polluting, will likely be the most fought-over.
