Intending to curb carbon emissions from air travel, the British government has refused to allow the expansion of several London airports. New York Times

Water Woes: California Governor Arnold Schwarzenegger wants to pull an $11-billion water measure from the November ballot to transfer focus instead to his state’s budget crisis. Los Angeles Times

Matching Funds: In response to Indonesia’s pledge to cut greenhouse-gas emissions 41 percent by 2020, the Obama administration will provide $136 million to support the archipelago’s environmental and climate-change initiatives. Mongabay

Airtight Maneuver: The EPA disapproved a Texas clean-air permit system, citing a loophole in the proposal that allowed companies to avoid complying with federal clean-air regulations. ENN and EPA
