Slick Censorship: Journalists who come close to the oil spill could face a $40,000 fine and up to five years in prison under a new Coast Guard rule. Already, photographers have been followed and detained. CNN's Anderson Cooper is protesting the restrictions. Raw Story and ProPublica

Sunny Outlook: Obama committed almost $2 billion in loans to two solar-energy companies, including one in Arizona slated to build the world's largest solar plant. The projects would power at least 70,000 homes and create as many as 5,000 jobs. White House Blog and Scientific American

New Depths: China is significantly increasing funding for researching its deep seas, with an eye toward exploration and science, but also toward pursuing oil drilling. Nature

Nixed Prediction: The climate-change debate was already underway in the White House during the Nixon administration, recently released documents revealed. A Nixon adviser warned in 1969 that carbon dioxide levels would increase 25 percent by 2000, warming the planet 7 degrees Fahrenheit. Greenwire
