Step Forward and Back: California voters defeated Proposition 23, a Texas-oil-funded initiative to repeal the Western state's law to fight climate change. However, Proposition 26 passed, meaning that California may have a tougher time regulating greenhouse gases. Los Angeles Times and Greenwire
